I went here and was pretty disapointed because there were just people fishing and not cruising.

The time of year and weather will dictate how many fishermen are out. Avoid peak times for fishing. Go when it's slow. Park at the end of the first dirt road near the park bench. Wait for other cruisers to drive by and see you jacking. Be careful of fishermen and groups of more than one. I've sucked off many ejaculating cocks here and picked up some fuck buddies too.

This is a city lake with fishing i.e. a lot of straight guys. There are no facilities but plenty of secluded places to go. Lunch time or after dark is best.
