The bathroom outside of Target is cruisy, depending on the time. If you go too early, not a whole lot is happening. Afternoons/evenings are better.

Urinals have no dividers, but I don't see how anyone can jerk off at the urinal for more than a couple minutes because of the traffic in and out. I've gotten an understall handjob once and jerked off while someone watched a couple times, but you have to be careful not to raise suspicion.

I was shopping in Sawgrass yesterday afternoon and stopped in this restroom outside Bed, Bath & Beyond to take a leak. Lots of traffic and two guys checking out everyone peeing.

Don't know where the Target is but I had beginner's luck in the restroom outside Bed, Bath & Beyond this weekend. Walked in and went past a young guy standing at a urinal.
