I have had luck here two or three times, all on the Eastbound side. Last time as I entered the path, I saw a guy getting blown by the exiting bench area. I followed the path around quickly hoping to catch up and join.

Spent a week's vacation nearby and found an excuse to head down to this rest area at least once a day and was disappointed only once.
